The City of Plymouth's form of government with a professional city manager running the day-to-day activities is a common form of local government and it is the fastest growing form of local government structure in the United States. In fact, according to the Municipal Year Books 1984 to 2000 published by the International City / County Management Association (ICMA) the council - manager form of local government has grown from 34.7% to 48.3% between 1984 and 2000 for U.S. local governments representing municipalities with populations of 2,500 or more.

Further, more than 75.5 million individuals live in communities with a local governmental structure like Plymouth's. During the past 16 years, an average of 63 U.S. communities per year have adopted Plymouth's style of local government. It is interesting to note that 53% of the communities in the United States with populations of 5,000 or more have adopted Plymouth's local governmental structure.
